In the summer of 2010, the Cook County Board, the City of Grand Marais, and the Cook County Local Energy Project (CCLEP), formed a partnership to develop an Energy Conservation and Renewable Energy Plan (ECRE Plan) that would pertain to both the City and the County. The purpose of this project is to better prepare our community for the challenges of a rapidly changing energy environment, and to be better able to take advantage of opportunities inherent in those challenges.
To engage our community in an open, inclusive, and public process to create a living document that will guide Cook County and the City of Grand Marais – their governments, businesses, and residents – to make educated decisions with regard to energy conservation and renewable energy projects.
With grant dollars received from the Minnesota Department of Energy Security, Cook County contracted with Energy Management Solutions (EMS) to provide consulting services for this project; and with Don Grant as the "Local Energy Plan Coordinator". An Energy Plan Committee formed with participation from a wide spectrum of Cook County stakeholders to work with the consultant team in the development of the ECRE Plan.
